The Family Resource Development program covers a broad array of programs geared toward providing resources to struggling families to help stabilize the family unit and move them towards self-sufficiency.  There are three main components to this program.



First State's Promoting Safe and Stable Families program serves clients in Kent and Sussex counties.  The program aids families with children in low-income communities with quality of life issues such as:

  • Food
  • Rent
  • Mortgage
  • Utilities
The Emergency Services program fills the gap when families or individuals come up short in meeting their minimum basic subsistence needs.  Participants receive emergency assistance with a variety of issues including:
  • Utility bills
  • Rent
  • Mortgage payments
  • Prescription drugs
  • Minor medical emergencies
  • Emergency food
This program is administered through the Georgetown, DE office.

We take a systematic approach to client services.  A purposeful, goal-directed, holistic process allows our Family Resource Coordinators the opportunity to assist clients with goal setting.  After the client has outlined their goals, they work with our coordinators to develop an action plan with measurable milestones and also, ways to deal with barriers to their success.  There are many benefits to this approach.  The key areas addressed are:.
  • Education - If needed, the client receives the information and guidance necessary to complete a GED, high school diploma, or higher education.
  • Employment - Our goal is for each client to become employed full-time with benefits.
  • Income Increases - For those clients already employed, we work with them on honing their interpersonal and work skill with the goal of advancing in their careers to achieve incomes of 200% of poverty level or greater.
  • Housing - With the support of our Housing Department, we provide the counseling and support necessary to move clients from subsidized housing to unsubsidized rentals or homeownership.
  • Transportation - We assist our clients in finding affordable transportation or provide instruction on use of the public transportation system.
  • Reduction of Government Benefits - We work with our clients to assist them in the elimination or reduction of government subsidies
Ultimately, success for our clients is marked by the following:

  • GED or HS graduate
  • NO Government Subsidies
  • At or above 200% of Poverty Guidelines
  • Full-time Employment with Benefits
  • Homeowner or Paying Current Market Rent
  • Owns a Car or Proficiently Using Public Transportation
In addition to Case Management, the following programs provide support to our clients seeking to achieve these goals:
