• Must be a current TANF receipient or be currently engaged with an Employment & Training contractor.
  • Currently have no access to a vehicle or to reliable public transportation.
  • Posses or be eligible for a driver's license and have no more than 3 points on their driving record.  (A copy of the client's driving record must be attached to the Client Profile form.)
  • No history of DUI.
  • Employed at least 30 hours per week or have a bonafide offer of employment of at least 30 hours per week and be unable to accept due to lack of transportation.
  • Have sufficient income to support vehicle ownership.  (Income limit is 200% of poverty level.)
Clients can only be referred by a  First State CAA Employment & Training contractor.  If you are an Employment & Training contractor and you have an a client you would like to nominate, please complete the Customer Referral Form and forward to:

 A copy of the clients driving record must accompany the Client Profile.  Use the Client Profile form to complete a one paragraph synopsis on each nominee.  The synopsis will be forwarded to the Cars for Careers Contractor with a copy also sent to DSS.  Client must sign a one year contract upon entry in to the program.

Cars for Careers is a vehicle ownership program sponsored by the Delaware Division of Health and Social Services and administered by First State Community Action Agency.  The program is designed to provide a pathway to vehicle ownership for clients who are currently receiving TANF benefits and also meet the following requirements:
