Overview

This Request for Proposal (RFP) is seeking any non-profit organization interested in providing comprehensive case management to its clients. The service is funded through the Community Services Block Grant (CSBG), administered by the State of Delaware, Division of State Service Centers, and Office of Community Services.  As the eligible entity to receive this funding First State plans to reduce poverty, revitalize low-income communities, and empower families of low-income with the resources to become self-sufficient.

 

This RFP solicits non-profits in the Kent and New Castle County areas.  This is an opportunity to enhance the organization’s service delivery to its current target population.  First State uses a strength-based family model approach for comprehensive case management. The strength-based family model approach emphasizes an individual’s self-determination and strength to become self-sufficient. This philosophy views individuals as resourceful and resilient in the face of adversity.

Eligibility Requirements

All applicants must be a nonprofit agency with a 501©3 serving clients in Kent and New Castle Counties.  In addition, applicants must:

  1. Be able to provide recent independent audits performed within the past two years or independently reviewed financial statements by an accountant. 

  2. Must have an infrastructure that can sustain a reimbursable payment process.

  3. Not be in a debarred status with the federal government. 

  4. Be agreeable to using the strength-based family model approach for comprehensive case management. 

  5. Target clients at or below 200% of the PIG (Federal Poverty Income Guidelines).

  6.  Target clients that are 18 years or older.
