Summer Cooling Assistance Program


New Castle, Sussex and Kent County residents may qualify to receive an energy-efficient window air conditioner through the Summer Cooling Assistance Program (SCAP). The program helps cool homes with a room-sized window unit and ensures the health and safety of income eligible residents, particularly households with small children, elderly individuals, and those with chronic health conditions which aggravated by extreme heat conditions.

Who qualifies for the program?
What do I need to apply?

To qualify, the applicant or a household member must meet one (1) of the following:

  • Elderly (60+)

  • Disabled

  • Documented chronic breathing condition

  • Have at least one child in the house under five (5) years old



All applicants must also be at 200% or below Federal Poverty Level and have not received an air conditioner form SCAP in the past ten (10) years.


Applicants must bring with them the following documents: 

  • Photo ID for anyone in the home 18 and over

  • Social Security cards for everyone over 6 months

  • Birth Certificates or Medical Cards for anyone under 18 years old

  • Proof of income for everyone in home

  • Current electric bill

  • Lease (if applicant is a renter)

  • Landlord Permission Form (if applicant is a renter)

What is the process?

An approved, licensed contractor will visit your home and assess the living area square footage and determine the most efficient size of air conditioner to be installed. The air conditioner requires a three (3) prong electrical outlet to be properly installed.
