A Second Chance Re-entry Program


Second Chance Re-entry Program provides comprehensive case management services to help inmates released or nearing release to reintegrate into the community, reducing the recidivism rate and making our communities safer. The Family Resource Coordinator and offenders work together in overcoming transitional barriers that prevent them from moving forward.

Anthony Williams is the current Family Resource Coordinator for First State’s Second Chance Re-entry Program. He is responsible for coordinating and channeling community resources to offenders that have either been released from incarceration within a year or will be released within the next three months. Resources include access/information to housing, transportation, education, employment, hygiene, and clothing. To ensure the best quality of service, FRC meets with program participants regularly to review goals, progress, strategies, and opportunities within the community.

The program services approximately 75 clients annually

Program Requirements

1) Registration Window: 6 months prior to release and 1 year after release.

2) Household must not exceed 125% of the Federal Poverty Guidelines

3) Program is in Sussex and Kent Counties/ male and female.

4) Referrals and Walk-ins accepted (A scheduled intake appointment is preferred)      


Inside Out Dad Program

Inside Out Dad is the nation's only evidence-based fatherhood program developed specifically for incarcerated fathers. Through the program curriculum, participants learn to connect with their families by developing pro-fathering attitudes, knowledge, skills, and strategies all while preparing for release. Participants develop the tools needed to become more involved, responsible, and committed in the lives of their children, thus providing increased motivation to get out and stay out.
