Providing Cooling Relief (ACs) to Delaware Families


Cameras followed the Summer Cooling crew as they installed air conditioner units in Kent County today.

One of the homes was that of 79 year old Pam Ashworth who spent the last few weeks fighting the unbearable heat since her central air unit malfunctioned. Unable to fix the unit and not knowing what to do, Ms. Ashworth turned to Catholic Charities who referred her to First State Community Action Agency. Within a few days of applying, Ms Ashworth received her new AC unit, professionally installed at no charge, thanks to First States Summer Cooling Assistance Program! **More information on the Summer Cooling Assistance Program**

Now through September, Delaware residents may qualify to receive an energy-efficient, window air conditioner through the Summer Cooling Assistance Program administered by First State Community Action Agency.

To qualify, applicants must be either 60 years of age or older, a person with a disability, or have children under the age of five years old. Households must meet income eligibility requirements at or below 200% federal poverty guidelines and have not received AC from this program in the past ten years.

How to apply: Interested persons may visit First State’s office, Monday – Friday between 9:00am – 4:00pm in Georgetown (308 N. Railroad Ave) and on Tuesdays in Dover (655 S. Bay Road, Suite 4J) to apply for an A.C. New Castle County residents may call 302-856-7761 to arrange an appointment.

All applicants must provide the following documents:

  • Photo ID for anyone in the home 18 and over

  • Social Security cards for everyone over 6 months

  • Birth Certificates for anyone under 18

  • Proof of income for everyone in home

  • Current electric bill

  • Copy of Lease if applicant is a renter

  • Written permission from landlord if applicant is a renter

***Applications with missing documents will be considered incomplete until all documents are received***
