First State Community Action Agency is soliciting sealed proposals for professional services to conduct a Comprehensive Community Needs Assessment (CNA). This assessment is a critical component of the agency's commitment to anti-poverty efforts in Delaware.
A triennial Community Needs Assessment is a requirement for all Community Services Block Grant (CSBG) eligible entities. The assessment aims to gather qualitative and quantitative data, conduct thorough analysis, and produce a comprehensive report to inform programmatic decision-making, support strategic planning, mobilize resources, and enhance community partnerships.
The agency seeks a qualified vendor for the following key services:
Focus Group Facilitation: Plan, organize, and facilitate a minimum of eight (8) focus groups. These groups will engage residents from Sussex, Kent, and New Castle Counties, the City of Wilmington, and at-risk populations including homeless individuals, seniors, youth, and immigrants.
Key Informant Interviews: Plan, organize, and facilitate a minimum of twelve (12) Key Informant Interviews with stakeholders from community-based organizations, faith-based organizations, the private sector, the public sector, and educational institutions
Data Collection and Analysis: Retrieve up-to-date, pertinent data from reliable sources, focusing on urban, suburban, and rural communities, at-risk populations, and statewide needs. The vendor will employ a stratified methodology for data collection and develop discussion guides and interview questions.
Report Preparation: Prepare a draft and final Comprehensive Community Needs Assessment report that complies with CSBG Organizational Standards. The draft report is due by September 15, 2025 , and the final report by September 30, 2025.

RFP submissions due no later than: 5:00 pm EST, May 30, 2025.
Award Announcement: June 16, 2025.
Period of Performance: July 1, 2025 to August 29, 2025.
