That's why First State Community Action Agency is proud to offer the Summer Cooling Assistance Program (SCAP). Through SCAP, eligible households in Delaware can receive a no-cost window air conditioner. This vital program helps prevent heat-related illnesses for vulnerable individuals and keeps our community safe during these dangerous high temperatures.
