First State Community Action Agency is seeking a qualified, experienced professional to join our Finance Department as our next Deputy Finance Director. This is a full-time, exempt position located in Georgetown, Delaware.
The Deputy Finance Director plays a critical role in supporting the fiscal administration of the agency and functions as the Finance Director in their absence. This position is ideal for an individual with strong leadership, deep knowledge of nonprofit financial operations, and a commitment to accuracy, accountability, and compliance.
Position Summary
This is a highly responsible professional financial and accounting role within First State’s fiscal operations. The Deputy Finance Director works directly under the Finance Director and Executive Director and is expected to assume full responsibility for fiscal leadership when needed.
Minimum Qualifications
Applicants must demonstrate education, training, or experience that reflects competence in the following areas:
Bachelor’s degree in Accounting or Finance
At least five (5) years of experience applying Generally Accepted Accounting Principles (GAAP)
Strong knowledge of laws and administrative policies governing nonprofit financial practices
Experience with OMB Uniform Guidance Standards and Government Auditing Standards
At least five (5) years of business or leadership-level experience relevant to the role
Highly effective communication skills, both oral and written
Essential Functions
The Deputy Finance Director will:
Serve as primary support to the Finance Director and act in their place when needed
Provide effective management to ensure financial control of agency resources
Assist the Finance Director in developing solutions to fiscal and programmatic issues
Support fiscal policy guidance for the Board of Directors, Executive Director, and senior administrators
Assist with preparing fiscal reports, management information, and briefings
Direct general accounting operations and oversee daily accounting functions, including accounts payable and receivable, payroll, bank reconciliations, data entry, and general ledger reconciliation
Assist in developing and implementing financial policies and procedures
Compile fiscal estimates and prepare special fiscal reports
Monitor compliance with agency accounting procedures, including follow-up and testing
Ensure program budgets and financial reports meet all funding source requirements
Maintain oversight to ensure expenses do not exceed revenues
Facilitate annual audit preparations
Supervise preparation of annual W-2 and 1099 forms and prepare tax reports as needed
Provide monthly, quarterly, and annual expenditure projections
Perform additional duties as assigned by the Finance Director or Executive Director
Employment Notice
Employment is contingent upon continued funding from Federal, State, and Local agencies. Staff will be notified immediately upon First State’s receipt of written notice of funding termination.
